The only thing in this post that may help is the trans and
engine mods. Pimp my F250 is NG for towing!
As Byrdman suggests a long wheel base dually would be a better choice for sure.

I had a 1996 3500 dually with the factory hitch, It broke were it bolts to the frame.But the car trailer had a lot of tounge weight 13-14k

Probably because the factory hitch was rated 5000 tow/500 tongue.

You guys are a little over conservative. any import 8 bolt wheel will be 3200 lb rated as are the factory wheels. They just use more low pressure cast AL to get the strength vs a factory forged wheel. he's got power, built tranny, the edge box detunes if certain parameters are getting close (assuming you got Juice with Atttitude or the later platinum deal.. His tires are only 33's (which fit stock) and on a 20 inch wheel the sidewall squirm is better than most stockers. Wheelbase has to be 140" ish and boat trailer tongues are so long it's easy to handle the trailer rather than have it handle you.

As for the suspension- Fabtech is amongst the best, it's not like home brew lifts of yrs ago and sloppy handling you get with a 40" tire on a 15" wheel with 20 lbs of air so the tread wears even. If the truck handles decent empty it can be setup to tow a 353 just fine. Most of the horror stories are from booty fab suspensions that handle like chit hauling potato chips.

The E rated thing is silly two, most are the same actual two plies as most D tires in the sidewall- it's more about the max load capacity. Most larger D's carry as much or more than stockish E's.
