Something isn't right, I am spinning a 28p bravo 4 blade labbed to 27p 4900rpm, running right around 70mph, no problem with minimum trimming 2006 290sc with 496 mag HO. I am far from a professional, but I'm thinking you might want to get an ECU scan to see if anything is going on with your engine.

Does it feel like 55? If not, either use your phone or get a small handlheld GPS. Also, how much trim are you giving the boat? Does it have a trim indicator? 3ft of a tail is not an abundant amount of trim, so that could be the RPM issue. Also, does the boat have tabs? Where are they set? If you have indicators for both, while the boat is on the trailer, have someone adjust both the drive and the tabs to where they are parallel to the bottom of the boat, and note that point on the indicators. The tabs should be no lower than that point when running for top end. The drive should be at least that high, and will end up being higher the more comfortable you become with driving the boat. Good luck!

I have a 290SC (enclosed head) with a stock 496MagHO and with the Stock (non-"velocity") Merc Bravo1 28p I got it to 67 at ~4600 to 4700 rpm (65 gallons of fuel, gear and 2 adults). I sent the Bravo1 to Scott at Velocity, had it labbed and now it does 71 mph at ~4900 rpm down wind and 70 mph up wind (60 gallons of fuel, gear, 2 adults and a child) and it had more I could've squeezed out of it. With the original labbed velocity prop (a Bravo1 28p labeled Velocity-1) that came with the boat, Scott also labbed it, however, I haven't had the opportunity to really test it.
did ya get that 290SC from Kenny H?

If you have a Gen III fuel system, then change your fuel filters.
